Cambodian Joint Working Group to visit CHRP |

After years of advocating for an independent national human rights commission in Cambodia, finally, a Bill to create an independent NHRI in the country is already in place. To reinforce these efforts, the Cambodian Joint Working Group scheduled a study visit to the Commission on Human Rights of the Philippines (CHRP) on May 24-26, 2010. The study visit aims to understand the nature and functions of an independent NHRI; learn first-hand the operations of the CHRP and dialogue with other human rights institutions in the Philippines to learn how they co-exist and work with the CHRP.
Since 2006, the Working Group for an ASEAN Human Rights Mechanism (Working Group), with the participation of the National Human Rights Institutions (NHRIs) in Southeast Asia, has been supporting the efforts of the Cambodian civil society in advocating for the creation of an independent national human rights institution in Cambodia that subscribes to the Principles relating to the Status of National Institutions, otherwise known as the Paris Principles. Cambodian Prime Minister Hun Sen committed to the creation of such a national human rights commission in his keynote of the Regional Conference on the Establishment of a National Human Rights Institution in Cambodia in September 2006. The conference also established a Joint Working Group composed of government and civil society representatives. The Joint Working Group was tasked to negotiate and draft the necessary legislation for the endorsement of the Cambodian government to its parliament. |

SEA NHRI FORUM Signed Rules of Procedures |

Members of the South East Asia NHRI Forum convened on February 19, 2010 in Jakarta, Indonesia and signed the RULES OF PROCEDURES of the Forum and discussed other important issues concerning the NHRIs.
The TWG meeting also brought in together the project focal persons of each NHRI and discussed the updates in implementing the Joint Projects under the Framework of Cooperation.
A delegation from the Regional Working Group on the ASEAN Human Rights Mechanism also met with the SEA NHRI Forum and discussed programs that will benefit the promotion and protection of human rights in the region.

South-East Asia Regional Workshop |

A South-East Asia Regional Workshop "Development of Human Rights Education Curriculums for Law Enforcement, Security and Intelligence (LESI) Agencies" will be held on March 6-12, 2010 at the Eugenio Lopez Training Center, Sumulong Highway, Antipolo City, Philippines. This workshop is being organized by the Commission on Human Rights of the Philippines (CHRP) as the lead NHRI for Human Rights Education, and with funding support from the European Commission.
Representatives from Indonesia, Malaysia, Philippines and Thailand will participate in this 7-day curriculum writing workshop. The participants are human rights education workers from the NHRIs, NGOs, and law enforcements.
The CHRP has invited a representative of the ASEAN Inter-governmental Commission on Human Rights (AICHR) to talk on how AICHR can support and use the outputs and other initiatives on HRE of SEA NHRI Forum. A European expert on HRE for law enforcers shall serve as the main resource person, in addition to the trainers from CHRP. |

7th Technical Working Group Meeting |

The South East Asia NHRI Forum (SEANF) will hold its 7th Technical Working Group (TWG) Meeting on March 29-30, 2010 at the Traders Hotel, Roxas Boulevard, Manila, Philippines.
As this meeting will serve as the exit conference of the EC-Assisted Project "Enhancing the Role of National Human Rights Institutions in the Development of an ASEAN Human Rights Mechanism", this was also organized to assess the EC-Assisted Project to determine the results, outcomes and impact of the project outputs to the stakeholders in the South East Asia Region.
This two-day meeting will also include the assessment of the progress of the SEANF Cooperation Program; Sharing of Experiences to Strengthen NHRIs' Representations; Conclusion of the Joint Projects on the Thematic Concerns; and Action Planning for the Next Steps of the SEANF. |

SEA NHRI Forum to Sign Rules of Procedures |

Members of the South East Asia NHRI Forum will convene on February 19, 2010 in Jakarta, Indonesia to sign the RULES OF PROCEDURES of the Forum, and to discuss other important issues concerning the NHRIs. Expected to attend are the Chairs of the Four (4) Commissions. This meeting is a follow-up of the Technical Working Group (TWG) Meeting hosted by SUHAKAM in Kuala Lumpur, Malaysia on January 19, 2010. The TWG meeting tackled the Rules of the Forum, which is one of the agreements at the 6th Annual Meeting held in Yogyakarta, Indonesia. (please see Concluding Statement - 6th Annual Meeting)
The Regional Working Group on the ASEAN Human Rights Mechanism has also expressed interest to send a delegation to meet with the SEA NHRI Forum to discuss directives and programs that will benefit the promotion and protection of human rights in the region. |
